The Empire Link is a new rail transportation strategy using a network of 13 northeast, short
line railroads and their Class I connection with Norfolk Southern Railway along the Southern Tier main line. This strategic, 2,400-mile regional rail network was developed in order to handle short-haul traffic
among major consumer markets in NY, PA and NJ including Buffalo, Rochester, the Finger Lakes, Syracuse, Binghamton, Elmira, Port Jervis, Jamestown and Erie. This cooperative rail network aims to improve shipper
freight economics, logistics options, and marketing reach.
